Introduction to CAGP
 
The China Australia Governance Program (CAGP) is a bilateral development cooperation program funded by AusAID for the Government of Australia.  This six-year A$20 million program is being implemented in partnership with the Chinese Ministry of Commerce (MOFCOM) and National Development and Reform Commission (NDRC). The Australian inputs for the program are managed by GHD Hassall.
 
CAGP commenced in September 2004. The program will assist the Chinese Government to address key development issues in the governance sector.  Cooperation is expected to focus on:
  • Ensuring that implemented policies are pro-poor
  • Promoting sound transparency and integrity systems
  • Improving fiscal management, including budget, expenditure and revenue issues
  • WTO-related assistance
  • Social security
  • Strengthening and promoting the involvement of a range of Chinese organisations, including NGOs and civil society actors. 
 
CAGP also aims to facilitate strategic engagement between China and Australia in areas of mutual interest, and will encourage policy dialogue with some key organisations, including MOFCOM, NDRC, Chinese Central Party School (CCPS), China Centre for Leadership Assessment (CCLA), and the Ministry of Finance (MoF).
 
The Program is comprised of 3 components: 
 
Component 1 is a small grants facility through which the CAGP will fund short-term partnership activities between Australian and Chinese organisations in relevant governance fields. It is intended to support ‘whole of government’ engagement by Australian departments in areas of mutual interest to China.
 
Component 2 supports implementation of policy initiatives in identified thematic areas. It is expected that Projects under each of the themes will have durations of up to three years, linking together activities at the national policy making level with policy implementation at the local level. Activities under this component are identified, designed and managed jointly by the Program Partners, with management, administrative and technical support from GHD. Components 1 and 2 have a dynamic relationship as outcomes for each feed into the development of new projects for the other.
 
Component 3 is the provision of administrative support for the Australian Development Scholarships (ADS) program in China. The ADS in China involves around 20-30 scholarships per year.

PROJECT DETAILS
 
The development of policies for social security provision and old-age insurance for migrant workers requires reference to the experience of mature social security schemes in other countries.  The Project partners are therefore planning to support a working visit by a team of officials from key Chinese government agencies engaged in designing and implementing the old-age insurance scheme for migrant workers to Australia in order to examine Australian approaches to program design, development, monitoring and evaluation in the social welfare sector.  It is intended that this examination would help strengthen future development of Chinese social security systems.  To that end, the Project partners are seeking to appoint an Australian agency to manage and implement the study tour as defined in the RFT.
 
TENDER DETAILS
 
HAI is currently seeking tenders from organization/s for management, support and conduct of the Working Visit.
 
Submission of tenders is due by 5pm Fri 14 August 2009.
 
Full details on the process for submitting tenders, the selection criteria and the Project itself, are provided in the attached Request for Tender (RFT) document.
