Shi Heling

 

Mr. Michael Young

Australian Team Leader 
Mr. Michael Young has more than 10 years experience in all aspects of the international project cycle, from project identification, design and appraisal to project implementation and evaluation. He is experienced in project management and financial management and has sound knowledge of AusAID reporting requirements. Mr. Young is an adviser to the Priority Program for China’s Agenda 21 (2000-2010) National Strategy and the China Centre for International Cooperation on Environment and Development.  He is also an adviser to the Chinese Academy of Social Sciences on designing and reporting on performance measurements of human and social development and infrastructure in Western China and the annual audit of China’s National Program for Sustainable Development.Through these roles, Michael has worked extensively in partnership with numerous Chinese agencies at the national and provincial levels, and has developed a practical understanding of the institutional aspects of governance reforms in China.  Michael holds a Master of Social Science from RMIT University and is currently PhD Candidate of Philosophy in RMIT University.

Jiao Xueli  

Mr. Jiao Xueli

Chinese Team Leader
Mr. Jiao is Division Director of the International Cooperation Center of the National Development and Reform Commission of the People’s Republic of China.  As Chinese Team Leader, he works together with the ATL to achieve program outcomes and provides an important coordination role between the various Chinese agencies.

Ms. Yue Han

Senior Program Coordinator  
Candy Yue graduated from Beijing Foreign Studies University with Double Bachelor Degrees in Management and English Language. She has been a Program Officer in the International Cooperation Center of the National Development and Reform Commission in China since 2006, in charge of managing the China Canada Migrant Labor Rights Project and the China Australia Governance Program. Now as the representative of Chinese implementing agency-the NDRC/ICC, she is a Project Coordinator for the CAGP in the Program Management Office.

Ms. Shen Yang

Office Manager
Shen Yang provides administrative, accounting and IT support services to the Program office.  She previously worked as office manager for 3 years on the AusAID funded Datong Cleaner Environment Project.

Douglas  Wu  


Mr. Douglas Wu

National Program Manager
After working for two years as CAGP's translator/interpreter and project officer, Douglas Wu has moved into the position as National Program Manager for CAGP supporting the current Program Manager until her departure early next year.  The role of the NPM is to provide support to the Program across a wide range of areas including maintaining Quality Assurance Systems, recruitment of consultants, producing the quarterly newsletter, acting as gender focal point and managing the activities under Fiscal Reform Theme of Component Two.  Douglas will take over full responsibility of the work of the current Program Manager from March, 2008.

Tracy Cui  


Ms. Tracy Cui

Administrator of Australian Development Scholarship (ADS)
The Australian Development Scholarship (ADS) program forms an integral part of the China-Australia Governance Program.  The objective of the ADS program is to promote human resource development in China through a program of scholarships to Australia’s leading universities for Chinese government officials.  Courses offered are consistent with the themes of governance, environment and health as outlined in the China Country Strategy.  Ms Tracy Cui who holds an MBA from Beijing University of Post and Telecommunications has been responsible for the day-to-day administration of the scholarship program since 2000.

Douglas  Wu  


Ms. Cui Jing 

 Component 2 Theme 2 Project Manager

Ms. Cui Jing is the Component 2 Theme 2 project manager responsible for coordinating and managing the theme 2 project. She previously served in the United Nations Development Programme (UNDP) Country Office in China managing social and economic development projects operated by the Organization.

Mr. Jiao Wenbo

 IT Support/ Administrative Assistant


Mr. Jiao Wenbo provides IT-related technical support and administrative services for the China-Australian Governance Program (CAGP). Before he joined CAGP, he worked as a network engineerer at the Hongchang Electronic Building in Langfang Area, Beijing.
